I'm using Macros > Insert Data > File Contents
to store a .txt file template that includes an emoji:

When I use my Text Expander string to trigger it, it comes out garbled:

Btw, the 'Send' code is simply:
where the emoji is stored inside the file.

I'm not a strong FastKeys user/programmer/etc. so I can't help you any more than pointing you to the link below that may lead you to a possible solution to your problem/issue/goal.
