Two commands for same action?

Under the preset defaults of library, I found two commands assigned to ''double tap esc key - 1. minimize the window 2. close the window
Can anyone explain this?
Actually, when I tried to verify, only no. 2 (closing the window) operates. :roll:

Library entries may not work in some Windows versions.

I use windows 10.
But can two different commands attributed to the same action of a key? In such case, Which one will be selected first?

Yes, you can set different commands to the same key if you specify different target Window for each.
