I would like to buy the personal license of the new version, since I bought the previous one but here in Argentina 19 dollars is a lot of money, I have no problem but I need to use the 40% discount and I don't know how, can someone explain to me?

You are not forced to upgrade, you can continue using version 4 without any issue.
